Costa Rican Tourism Board (ICT)
The Occidental Papagayo sits on a hillside above Culebra Bay in Guanacaste, Costa Rica, with Pacific sunset views that make up for a lot. At 163 rooms, it's a small property by all-inclusive standards — compact enough that you'll learn the staff's names by day two, but also compact enough that facility limitations become apparent quickly. The resort opened in 1995 and last underwent significant renovation in 2004, and that timeline shows: rooms are functional but feel dated, pools are smaller than what newer Costa Rica properties offer, and the beach furniture needs replacing. The gulf waters themselves, however, are genuinely calm and excellent for snorkeling and kayaking.
This property earns its keep for adults who want quiet over programming. The adults-only policy (18+) means no kids' clubs, no water slides, and evenings that stay calm. Couples and honeymooners who prioritize a peaceful environment over a packed activity schedule tend to be the happiest guests here. Solo travelers and groups looking for a lively, socially driven experience will find the energy level low even by adults-only standards.
The honest drawback is the food. The buffet draws consistent criticism for being adequate but uninspired — standard all-inclusive rotation rather than anything reflecting Costa Rican cuisine. The two à la carte restaurants (The Italian and D'Oriental) provide a meaningful step up, but demand outstrips capacity, and guests who don't book reservations immediately upon arrival often find themselves waiting. The main buffet is also not air-conditioned, which matters in Guanacaste heat.
Practical context: 163 rooms across six categories ranging from garden-view deluxe rooms (344 sq ft) to a Premium Level Junior Suite (559 sq ft). All rooms include a balcony or terrace, minibar replenishment, and Wi-Fi. The Premium Level tier unlocks room service, priority restaurant reservations, and lounge access — a meaningful upgrade given the dining bottleneck. Daniel Oduber Quirós Airport (LIR) is 9 miles away, approximately 25–35 minutes by road. The hilly terrain means you'll either use the shuttle frequently or do real cardio getting between the beach, pools, and rooms.
Best timing: Guanacaste's dry season runs December through April, peak season here. May through November brings more rain but lower rates and fewer guests — the bay stays swimmable year-round. Book à la carte restaurants the moment you check in.
