Montenegro is a less obvious all-inclusive destination than Spain or Turkey, and that's part of the value. The Adriatic Riviera has less package-holiday infrastructure than the western Mediterranean, which means the surrounding area feels more like somewhere to explore. Budva's old town — medieval walls, stone streets, and Adriatic views — is about 15 minutes' walk from the resort.
